<abbr> element describes an abbreviation. An abbreviation is a shortened form of a word or phrase such as CNN (Cable News Network)
or etc. (et cetera).

As you can see the
<abbr> element has no effect on the direct output of the page but it can help users of assistive
technologies such as speech synthesisers or screen readers. It can also be used with the title attribute to display the full form of the abbreviation when moused over.
Mouse over and the title will be displayed.
